Pegisai Global Holdings Issues De Novo ACI Licenses Under Authorization with Restrictions

Applicant institutions operate through an AGI member institution under restrictions, review and a capitalization requirement, for 12 months, extendable once to 24. Full ACI standing follows on the operating record.

Pegisai Global Holdings today issued de novo Alkaimi access (ACI) licenses, with restrictions, to applicant financial institutions. A de novo ACI licensee operates on the Alkaimi Financial Ecosystem during a restricted period and attains full ACI standing on its operating record.

The access license (ACI) places a regulated financial institution on the Alkaimi ledger through a member institution holding the primary gateway license (AGI). The two license classes are described on the Licensing page.

The de novo license carries three criteria. First, the operations a de novo ACI licensee may conduct during the restricted period are limited: wholesale settlement operations through its AGI member institution are permitted; asset onboarding is permitted on case-by-case approval; DTA rent operations are prohibited; consumer market development is prohibited. Second, the de novo ACI licensee reports on a review cycle set by Pegisai Global Holdings, and Pegisai Global Holdings reviews the operating record on that cycle. Third, the restrictions lift when the de novo ACI licensee meets the capitalization requirement set in the licensing agreement and the review confirms the operating record.

The restricted period is 12 months from issuance. On application before the period closes, Pegisai Global Holdings may extend the period once, to 24 months in total, on the operating record to date. A de novo ACI licensee that meets the capitalization requirement and clears review before the period closes exits the restrictions at that point.

The 24-month limit matches the work-down period for an access licensee. On the loan book’s own repayment pace, an access licensee can replace about a quarter to a third of the bank’s unsecured liabilities in two years, so the outer limit of the restricted period runs to the same clock as the work-down of the licensee’s own unsecured liabilities.

Confirmation of full ACI standing, or withdrawal of the de novo license, is Pegisai Global Holdings’ decision on the operating record.

Current operations are limited to traditional wholesale settlement. Institutional readers can access the published testing and settlement-verification record, The Alkaimi Financial Ecosystem in Function: Granular Value on a Neutral Rail, through the Pegisai Media Portal, and the technical publication Operational Capabilities of the Alkaimi Ecosystem.

Value held on the ecosystem’s ledger is held under a custodial agreement. Held value is not a currency deposit and is not insured by deposit insurance or by a government agency such as the FDIC. The settlement mechanisms used in the licensed model are themselves individually insured. Supervisory classification of member operations rests with each member’s own regulator. The platform has not been designated a systemically important financial market utility. This notice is not an offer of currency deposits, securities or banking services.
